February 2016 BSCL Meeting

Minutes

President Chris Kupczyk called the meeting to order at 7:30 p.m. 

Barcroft's Neighborhood Conservation rep Deborah Wood led a review of Barcroft’s neighborhood conservation plan to identify a project to request Neighborhood Conservation Advisory Committee (NCAC) funding this year. The discussion focused on three principal items: 1) improving the intersection of Abingdon Street, Arlington Boulevard, and Henderson Road; 2) the deteriorating pedestrian bridge connecting Barcroft and Arlington Forest, and 3) cleaning up the old Dominion Power substation near Pershing and 3rd Street for possible use as parkland. 

After much discussion, the membership voted to submit the Arlington Boulevard intersection to the NCAC. Dominion Power substation presents environmental challenges which may not have been suitable for NCAC funding. At last report, Dominion and the county were at an impasse over assuming responsibility for any cleanup. Linda Gaines volunteered to research the site’s history further with the county and report back to the BSCL on a possible way forward. Chris also reported that BSCL board member Eric Parker has contacted the county about the state of the pedestrian bridge.

The meeting adjourned at approximately 9:00 p.m.
