Minutes from April 1, 2021 meeting were approved
Treasurer’s Report, Jennifer Lis: As predicted, the BSCL’s cash reserves will decline by between $8,000 and $10,000 this fiscal year, due to loss of rental fees for the Barcroft Community House during the pandemic.

Election for 2021-22 BSCL Officers
Incumbents running for another one year term were unopposed and unanimously re-elected:
President: Deborah Wood
Vice President: Daniel Weir
Membership Secretary: Linda Gaines
Recording Secretary: Chris Siple
Treasurer: Jennifer Lis
Election for Board of Directors open position
Paula Levin Alcorn, running for a four year term, 2021 - 2025, was unopposed and unanimously elected.
There was a discussion about including the repair of the pathway and bridge on the Dominion right of way connecting Abingdon and Aberdeen Streets in Barcroft’s Neighborhood Conservation Plan. This led to an explanation from Daniel Weir on the County’s review of the NCAC process, in which he participates. Some points:
500 projects were looked at
$100 million has been spent on NCAC projects since 1989
These projects were mainly infrastructure (sidewalks, etc.)
Thus, the “Conservation” in the name is somewhat confusing
The process does give a voice to residents
Suggested improvements include additional resources, increasing outreach, and simplifying the submission process.
Coordination with other County programs could be better
Parks are a particular issue here
The above led to a discussion on how best to get Dominion Energy’s attention on the pathway and on our NCAC request to deal with the abandoned power substation on Pershing in an acceptable manner. A coalition may have to be assembled to approach the County Board. It was suggested that the Sierra Club could help
